還可以有一些其他的變化 比如用Feat來控制, Heroric與現在相同, Paragon時2選1, Epic時3選1.
I dislike the part that the players are able to choose three powers at each level when they go epic, sounds like extremely overpowered. And as Sheepy stated that in the heroic tier when players' choices are greatly limited by powers available, so an improvement need to be done at early stage.
So, if a feat will be used for this "power slot/power known" system, I will suggest that the feat provides extra powers know by players (somewhat like the Channel Divinity feats) and increases number at paragon/epic tier, like this:
Extra Training
You learn an extra encounter [attack] power of your level or lower from your class [or the class you hybrid with / multiclass in] that you do not know already. You can use this power by expending an encounter [attack] power of the its level or higher. A power learned by this feat can only be used once per encounter.
When you reach level 11(or 15), you can learn two powers with this feat.
When you reach level 21(or 25), you can learn three powers with this feat.
Special: When you learn or retrain new encounter [attack] powers from your class [or the class you hybrid with / multiclass in], you can also replace one power learned by this feat by another power from your class [or the class you hybrid with / multiclass in] of your level or lower that you do not know already. You cannot repeatedly gain any power grant by this feat by any means

part in [] are optional depending on how you like it . I will definitely limit the extra known powers to be attack powers, but encounter utility swap also sounds fun. And I don't like the idea of more than one multiclass encounter attack powers, so probably will drop it if I myself hold a campaign with this power.

This feat is just a prototype which is not balanced with existing feats. It is almost certain that the feat is "above average" or "overpowered". But the feeling is just what I want, so I will probably not change it.
