泰拉人 Terrans

泰拉人的平均寿命为150岁。

Terrans have a life expectancy of 150 years.
The Dominion is ruled by the Eternal Emperor, the same ruler since the Exode
and who claims his rule as having been ceded by the previous Emperor of
all Humanity, at the time of his fall. The Dominion is secularized, but the
Eternal Emperor is the object of an important personality cult.
Each member of society belongs to a social class defined by heritage,
titles and wealth. The nobility occupies all the high positions in society:
government, administration, military and law enforcement, and even guilds
without extraterritoriality. Respect for one’s rank and place in society is firmly
established. But one’s rank and place are essentially determined from birth,
according to one’s lineage. The bourgeoisie are those who have managed
to make their way in international trade via the Covenant and escape the
traditions of the Dominion to some extent.
The nobles have an almost maniacal obsession with the purity of their
blood and the greatness of their lineage, going so far as to never live in a
frame that is not of their family and rank - thus cultivating costly legions
of clones - and employing the services of geneticists to try to prove the
antiquity of their nobility. The Greatest Houses all claim descent from the
original nobility of humanity, on the ancient Terra.
Titles are also of great importance, and it often takes several lifetimes to earn
one. Most of the great offices, whether in the government, administration
or the guilds, are hereditary. Everything is decided at birth. Persona chips,
with the longevity they ensure for the ruling classes, have made things even
worse. As a result, the culture of the Dominion is conservative and rigid.
Any change takes a long time. Moreover, even though young Terran colonies
often carry the seeds of cultural and political revolution, the Dominion
holds the reins tightly and severely represses any attempt at emancipation.
Terrans value a certain code of honor related to the defense of social status
and the maintenance of public reputation. They do not hesitate to sacrifice
collective interests for individual ones, which makes them excellent entrepreneurs
but also one of the most unequal societies in the entire Circular.

克拉提亚人 Kratians

克拉提亚人是食肉动物，仅以肉类为食，平均寿命为150岁，与泰拉人相同，身高通常超过1米80。

Predators with an exclusively carnivorous diet, their life expectancy is 150
years, like Terrans, and they are generally more than 1m80 tall.
The Kratian army is the center of their society, marking their culture with
discipline and a strict hierarchy. The army encompasses the state as well
as all public services, forming more than just an armed force: an organization
governing all aspects of society. The different services are organized
by Legions. Each kratian legion has its own tradition and scribes of honors
and achievements, and a legion is recreated rather than replaced when
destroyed, in order to continue its history.
Their political system is a hierarchical meritocracy with a high number of
ranks giving access to different levels of citizenship. Higher-ranks citizens
are expected to lead and protect their subordinates, and lower-ranks citizens
are expected to obey and support their superiors. Promotion to another level
of citizenship is based on personal evaluation by one’s superiors and colleagues.
At the top are the Praetors, each of whom heads a federated state
that together form the Kratian Federation. The Praetors vote on matters of
national importance. Otherwise, they maintain a hands-off policy, trusting
the citizens of each lower level to do their jobs competently.
Everyone wears a public dataship tracing their career and various promotions
and demotions, providing a sense of personal merit at all times and
displaying their current rank.
Kratians have a strong work ethic. They routinely set aside personal desires
in favor of the greater good. Their values are those of honor, duty, personal
responsibility and honesty. They do what needs to be done, with a strong
sense of public service and sacrifice. They are known for their incredible
discipline and rarely surrender, preferring death to dishonor.
Because of their hierarchical structure, their society is surprisingly fluid, able
to adopt changes decided by the leaders very quickly with minimal resistance.
When conflict is inevitable and can no longer be confined to skirmishes, the
Kratians know only total war, setting in motion the formidable machinery of
their entire society to crush their enemy and eradicate his army so completely
that he has no choice but to become a Kratian colony. The Kratians recruit
auxiliary units from these colonies, and upon completion of their service in
the auxiliaries, the recruits are granted Kratian citizenship.
The Kratians don’t have a theistic religion, but rather a kind of social and
moral doctrine advocating stoicism. Some are inspired by other cultures.

Notable Assets: The support of all the nations that make it up. Its own covert
intelligence service, and the military might of the Interstellar Guard Forces.

Enemies: Rakkal Empire, Demhe Combine, The Behemoth
Situation: The hostile nations of the Far Expanse are part of the sector and
its enclave, but remain hostile to the Covenant. They are finding more and
more routes into the Circular that are being used to send spies, cultists,
scouts and smugglers, threatening the status quo within the Circular and
thus the stability of the Covenant. The High Council has commissioned a
fleet of explorers to try to find the secret hyperspace pathways used by the
invaders so that they can be countered.

NPCs: The Matriarchs, old and powerful secretive rulers of the sect.
Notable Assets: Prestigious schools and covents where sisters can be
recruited as counselors and diplomats. Eyes and ears in every court, political
organization or board of directors. Subtle and secret psi powers. An
excellent reputation of neutrality.
Allies: The Covenant, Midas Transtar, The Navigators Guild
Enemies: The Komora, The Behemoth, Demhe Combine, Rakkal Empire
Situation: The Sisters are aware of the Komora’s intentions to infiltrate
them, but they don’t know where or when the criminal organization will
execute its next move. The Sisters seek to foil their plan while devising their
own machinations to gain control over the Komora.

Notable Assets: A huge army and population, imperial fanaticism, a balanced
fleet and many troop transports and colonisation systems.

Enemies: Kratian Federation
Situation: The Dominion recently launched a major wave of conquest of
Kratian colonies in the Horizon Cluster, where Covenant laws do not apply.
The Federation is taking this very seriously and the conflict is likely to
escalate beyond the colonies and into the Circular. The Dominion refuses
to return the captured colonies and instead strengthens their positions. In
this tense cold war situation, the Dominion is looking for allies and all means
to weaken the Federation.

and weapons. A huge war fleet with many dreadnoughts. Combat-capable

Situation: The Kratian Federation is in competition with the Terran Dominion
for the colonization of the Horizon Cluster. Following the total massacre
of Kratian colonies during their conquest by Dominion forces, the rivalry
has recently grown to a breaking point. The Federation refuses to lose the
Horizon Cluster colonies and is prepared to go to war within the Circular
if necessary. They ask for reparation, apologies and withdrawal of the
Dominion troops.

Enemies: Navigators Guild
Situation: The company wants to end the monopoly of the Navigators Guild
on interstellar transport and navigation. It is making massive investments
and takeover attempts related to the Guild’s fleet, and is doing everything
in its power to discover and copy the conditioning process that creates and
trains competent navigators.

NPCs: The Merchant Princes(ses): Vah Kjaria (Tanyx, fierce, old-fashioned,
haunted), Batakilea Tarix (Orosi, daring, cunning, psi), Abihu Kephalos
(Kratian, idealist, fearless, loyal).
Notable Assets: A huge fleet of cargo ships and their escorts. A monopoly on
the creation and conditioning of navigators. Taxes on almost all interstellar
routes in the sector, and secret maps. The largest ichor holdings. They form
a separate caste of noble houses that offer their indispensable services to
interstellar travel.
Allies: Sisters of the Void, Tilis League
Enemies: Midas Transtar, The Collectors
Situation: The Guild recently discovered an ancient temple belonging to the
Voidwalkers on Quarry. By deciphering it, they believe they can access a
secret sanctuary where the last surviving Voidwalkers are located, providing
a potential unlimited source of ichor and invaluable knowledge about
interstellar travel. The Guild is looking for any artifact that might help them
decipher the temple’s ancient writings.

Enemies: Paragon Dynamics, No Limit Organization, Mechoid Kindred
Situation: The company has to face important riots from the workers, who
fear to be gradually replaced by the new generation of Mechoids. The No
Limit Organization tries to sabotage the TOA or find a way to turn the
Mechoids against their masters. The company is trying to put things right.

Situation: The company has just discovered a new, non-colonized system
within the Circular. It contains several worlds rich in mining resources, representing
huge profits. The company seeks to secure the system before the
information leaks out (it may already have) and other opportunists rush in.

even aware that they are serving the Komora’s interests.

Situation: Traps have been set up over time within the Komora’s own dynastic
backup crypt, where chips with regular copies of the dynastic minds are
stored. Azore plans to hold a big «reconciliation» meeting with the dynasty,
knowing that they will accept the risk of coming since they think they don’t
have too much to fear because of their backups, only to reveal to them that
their backups have just been destroyed by Azore’s agents, and that this
execution will be their true death. The Komora’s lieutenants and possibly the
dynasts absent from the meeting will take over and it will still take a war,
but that should weaken them enough for the Syndicate to have a chance.

The ever-moving fleet of the cosmopolitan and worldless Niteel nation,
always in search of resources to supply itself. Most of the time wanders
around the Rim, in little or uninhabited systems, but nevertheless regularly
passes through the most important systems of the Circular to trade and
get new equipment.
NPCs: Fala Hodoruk (leader, caring, scrupulous, charming), Zeesa Yovo
(prophet, arrogant, visionary, manipulative), Lorlarol Zidolor (philosopher,
unorthodox, brash, patient).
Notable Assets: A well armed fleet of old colony ships. Swarms of mining
and harvesting ships.

Situation: The Nomadic Fleet does not use guild navigators. In the depths
of its great world-ships, the brains of navigators from ancient times, no
longer known how they were engineered or conditioned, continue to guide
the fleet. But it is not possible to wrest their secret directly from them. They
are gradually dying, and soon the nomadic fleet will be dependent on the
Guild, even though it cannot afford it. They have already started to act as
cargo ships for some megacorps, at a lower price than the Guild, but this
puts a lot of pressure on the fleet. Several factions offer to hand over their
ancient navigators (for study) in exchange for negotiating the establishment
of a Niteel colony.

Enemies: The Covenant
Situation: The Empire’s troops have lost ground in the Gulf of Angra, but this
is by design: the Rakkals have just negotiated a peace and alliance treaty
with the Demhes, who will provide mercenaries to support the Imperial war
effort against the Covenant. The Empire also employs numerous privateers
who explore unknown hyperspace pathways to the Circular, in order to be
able to move troops directly into the heart of the enemy.
