如果有个效果提到了诸如“you can't move more than 2 squares in a turn”之类的，那么能否传送超过这个限制？

如果是這種的話, 大概不算. 不過也有時候算的, 例如 "move to" "move adjacent to" 等. 具體可以由 DM 判定.

为何不算？引用PHB里对传送的定义：
Teleportation
Many powers and rituals allow you to teleport—to
move instantaneously from one point to another.
Unless a power or a ritual specifies otherwise, teleportation
follows these rules.
